that anybody both taxpayer and shared with agree on but we also want to be a rehabilitative environment and that's been the problem with jails 3 and 4. historically it has not been allowed to be that and we cannot get the kind of wraparound management where we introduce programming that one would hope would help toward successful transition back into society. that is what's going on there. the bottom line is we would be the first county in california that is contemplating in jail project, everyplace in jail not just a jill expansion and be reducing our jail space by 30 percent. every other county in california due to realignment especially those reeling from realignment it's we are not and regions in california due to the recent projects, they are looking at expansion. in the last five years if any jails have been built or those in the pipeline to be built it's about expanding their cell and bed space we are talking reducing by 30 percent. with the recent decision by the court that rejected governor brown's appeal to halt prison realignment, and we see realignment coming down only in go

yes our schools are a beautiful environment for our kids. but your resolution also speaks to what we can do for our kids kids in the building. and i'm just really glad you guys latched onto this and took it down and for that you'll have my full support in passing this local policy which is critical for our youth >> i want to thank everyone staff and labor partners bright line everybody who helped us as a proposal bringing this up. i urge my fellow colleague i think that is a -- california day when the people of san francisco vote for a 5 hundred and thirty million bond it's only right we get a share of those jobs. san francisco is one of the highest cost of living cities in the bay area and probably in this nation. it's expenditure to live here and raise families. we know when we put local people to work it's argue graduates we put to work. i urge board members to vote for this. i also want to say this has been a fight to get this through so vote only if you believe in that. if you only vote for it because you find it hard not to vote for it

the last point i would like to make is that the environment is really changing rapidly. 10 years ago, if we had sat down and talk about seniors and technology, a lot of people would have wondered why seniors would want to use computers, but that has shifted. over the next few years, as all of us move toward being seniors, we will not be wanting technology. we will be demanding it. the field is going to change, and more and more people are going to be here. so the ability to make technology accessible is there. those of us charged with doing this have a really important role. we have to be able to provide the tools for the technology in ways that the people can hear. i am happy to be your speaking with you because i think this is an incredibly important topic. this afternoon, there is a workshop on addressing multiple barriers for accessing technology, and it will be a brainstorming session where someone from my office and a couple of other people will be leading a discussion of what issues people run into and how you deal with them. i think it is a really important topic and i think i

but if we can't have environments where students feel comfortable attending school, being comfortable with themselves and in themselves in a school environment we will never have students that are predicated in a way to be able to learn. we have to have safe schools. so what we did this year, when all of our administrators came back from summer break, every administrator from principals to the purchasing manager, everyone saw bully this year. and we spent a full year with our bifl department of student, family and community resources, we spent a full day debriefing that movie and going through a process where we talked about it and it was amazing to see grown adults having these realizations about what bullying meant to them and having a commitment from every administrator in our district that we will not allow that to happen this year and that will be one of the focus areas this year. so the ability to have these children now watch the movie as well was extremely moving to us yesterday. i just have to share one anecdote from that movie. we had a question and answer session at the end

narrator: los angeles county is beginning to develop ways to reduce the infrastructure's impact upon the environment. on the front lines of protecting the beaches, are the crews that clean out the stormwater system. man: this big vactor truck works on the same principle as your vacuum cleaner in your house, only this thing sucks up the whole house. some of the storm drains collect a lot of trash. i started cleaning drains in '93. they were horrible because they hadn't been maintained so much. now this is a priority. you have trash, animal waste, and it ends up on our beaches. that is a health risk. that is one of the main reasons why we have to close the beaches after heavy rain. narrator: but even when it's not raining, water still enters the stormwater system, carrying pollutants. here on the west coast, a lot of our storm drain systems are separate from the sanitary sewer system, so if you dump something in the storm drain, it goes right to the ocean untreated. alamillo: we haven't had a major rainstorm in the last year or so yet there's a lot of water in this creek here. i would say 20% of it is
